Obama stated “a dog is worth more than a child with down syndrome ” and he wants to give human RIGHTS TO DOGS WHAT is HE THINKING is he right or just plain DUMB?

I work with people who have Downs and I also work with dogs ( and other animals). But would never consider comparing the two.
I just scoured bing, google, yahoo search, MSN search, and even went to Fox News, CNN, and the BBC. NO SUCH THING WAS SAID BY OBAMA!!!!!!!!!!!!!!!
